Bad idea to transfer to another school when I’m a junior?

I currently go to UCSD and am a freshmen. I understand that we’re not a target school at all. There’s one investment club that sends a few people to BBs that I plan on joining next year. However, my goal is to transfer to USC/UCLA as a junior.

Would it be a bad idea to transfer as a junior even though those schools would be a lot better? I’m worried that I’m too late. Or should I just stay at ucsd and network my ass off?
