How to lateral when already in industry

I am coming up on a year post UG and am wondering how likely it is to successfully lateral when I am already in industry. Should I gain more experience? When is a good time to start networking? Should I wait for summer/fall when apps are open or is it possible to network and get an interview now?

Also with the macroeconomic environment, are firms even looking for lateral hires? I have spoken to a few people and they said their firms are not hiring at all, which seems discouraging…

Anyways, what can I do right now to best set myself up for a successful lateral?
