I hate wearing dress shirts without a jacket/blazer over top because it means you need a much slimmer fit/less comfortable shirt and you need to be more careful about the back untucking.
But I feel like wearing a blazer in a business casual environment is way too formal, and the quarter zip look is dumb as fuck IMO.
Anyone have advice?

3) Just wear a blazer, no one’s going to care. Just get something a little more casual and unstructured
4) get over it. Literally everyone else you work with is just wearing a dress shirt and seems to be getting along just fine
wear a looser fit. I do this and dont care. roll the sleeves up a tiny bit as well
honestly nowdays most people dress so chit in the office just wearing a simple dress shirt will go a long way.

Buy better shirts. I have 44" shoulders and a 32" waist so finding dress shirts that fit me properly was always a challenge, eventually I found a tailor and just had custom shirts made. It's not that expensive (depending on the material you choose) but on average it'll cost the same as what you might expect to spend a Nordstrom with the added benefit of having a shirt that is designed to fit you perfectly.

Depends. I have some shirts that I think are around $160 and some that are $500, but median is probably around $200-$250. You typically have hundreds of fabrics to choose from depending on your budget.

Depending on the city you are located in, you could check out made-to-measure stores like Proper Cloth, Alton Lane, SuitSupply, or Ratio Clothing. Cost should come out to $100-$150/shirt (closer to $100-$120 for for standard twill, poplin, and oxford), depending on material. Alternatively, as someone else mentioned, wearing an unstructured blazer is a great way to feel a little more stylish. Keep the pants and jacket mismatched (i.e. navy blazer and gray/charcoal pants) to maintain a slightly more casual look to the outfit. Any of those clothing brands above should have excellent choices for blazers, too.
Sounds corny, but I look up “shirt stays” on Amazon and get a pair of those bad boys. I’ve used them forever and they’ve been perfect for that exact problem you describe
