exactly. i have seen a german guy wear: jeans, black shoes, brown belt, short sleeved shirt and a tie. another typical example is: grey trousers, brown boots, black pin-stripe waistcoat (not buttoned up), bright pink / purple shirt and brown tie. dunno what goes on in that country

I think you're referring to a "knit tie". They have no place with a suit, except perhaps a seersucker one. Knit ties are considered a very casual tie. I would only consider it as an option if you are going to a country club that requires a tie or some place similar.
