When do banks do background checks?

I've signed an offer for FT over a month ago and I am waiting for next steps regarding my background check. They told me they would ask for my consent before they began - is it common to wait this long without hearing anything? When do they usually conduct background checks?

 

Sorry if I wasn't clear, I haven't provided them with any info whatsoever (references, etc.) so I don't believe they'd be able to start anything yet. Is it common to wait this long for them to initiate the background check even after signing an offer?
