Parthenon from a which is better stand point
Only reason to consider the PwC offer is if its within the People & Org consulting group, which would align with your future goals.
If you want to do strategy consulting, Parthenon hands down. Operations Risk sounds boring - I mean, it combines Operations and Risk which are like the two most boring fields out there. Would you be in a rotation at PwC?
I'd go Parthenon. Don't worry about what pays most during your internship, in the long-run that's pretty meaningless.
