How do Adcoms calc Foreign Grades into their Avg GPA figures

Suppose some Canadian or German (or other) guy applies with their foreign bachelors.
Will they convert a German's "1,5" or a Canadian's "82" into a GPA and then add it to their published class average?

Or do they just not include non-GPA marks in their average GPA calculation?

If not, then does it mean that having low grades in a foreign degree is more excusable then low grades in a US degree? And vice versa?

 

You have to convert it yourself and provide them with the methodology for your calculation. At least that's what the Columbia University adcomm told me. And no, I don't think a low GPA is more excusable for internationals.
