Penn State or Ohio State for IB?

What are you guys’ thoughts on Penn State or Ohio State for IB? I’ve seen some things saying that Penn State is a semi-target for IB, but Ohio State has the fisher futures program that sends 20 something kids a year into IB. I’m in state for Penn State (31k per year) and out of state for Ohio (50k per year). Ohio state is better ranked and there campus and facilities look better than Penn states’ as well, but Penn State is cheaper and closer to home. What are your thoughts?
