UQ program to get into IB

If one doesn't have the ATAR to get into BAFE at UQ, should they study Advanced Business or a Commerce/Economics dual? And also should they definitely try their best to transfer into BAFE after one year, or could something like Finance and Accounting major in AdvBus actually be more preferable for IB?
